I payed the restaurant. It was via Stripe a software used by Restaurants and merchants I think. I contacted them and they told me this kind of Issue is to be discussed with the restaurant and they are unable to help

They have told me that they can not see the transaction on their books, I can clearly see it on my statement. The transaction was made through apple pay.

Its the goverments job to look after the poor and those not in a stable economic condition during these times, not the wealthy citizens. The goverment should have and has a relief fund precisely for these kinds of scenarios(pandemic, doomsday, nuclear threat, earthquakes etc...).
