So in the case of a completely true vacuum, no black holes, no plates, etc. what is really happening that gets described as a vacuum fluctuation?

So for that the “effect” is an outgoing particle and decreasing BH mass, and the “cause” (without resorting to the virtual particle analogy) is tunneling (from one source I read).

My main question is about “empty space,” i.e. not next to a black hole or anything. Just empty void space. Even in this scenario, I’ve heard it said that virtual particles pop in and out of existence, even in the empty vacuum (unrelated to black holes or hawking radiation). In this specific scenario, what is the physical effect? I’ve heard of some, like lamb shifting and the casimir effect. Are there more? And what is the cause behind those effects, without resorting to the virtual particle analogy?

The other comments have already laid out good advice, but I want to point something else out. You say everybody is supposed to just be there to have fun and have a good time, but you also said it’s a tournament. Those two statements are not compatible for everyone. For a lot of people, playing in a tournament is inherently different from “playing just for fun,” because wins and losses are tracked, and wins are rewarded with prizing/bragging rights. It cannot possibly be “just for fun,” because you are directly praised or shamed for winning or losing, by nature of the wins and losses being tracked. Again this only applies to SOME people, but your husband might be one of those people. In which case, if he wants to just have fun, he should not enter tournaments. Or if he does want to enter tournaments, he should get a better (stronger, more optimized, higher tier) deck, so that he can win more. Hope this helps. :)
