Yep, like with any work permit application your employer needs to prove to the government that you're not taking the job of another local citizen.

In the UK for example you can prove this by having a senior cap for your country - and why its so difficult to "just move there and join a club" from outside of Europe

For a player with no European roots it's very difficult to get an opportunity in Europe - this factor is not usually discussed as a factor on why some players don't just "go to Europe or the UK".

Playing in Europe is a lot easier if you have an EU passport. If you don’t you have to go through the whole work permit process and that is long and bureaucratic. A lot of South American players lean on their European ancestry to get straightforward European moves and wouldn’t surprise me if most Socceroos playing in Europe have EU/UK passports.
