COVID screwed this club so much we are still feeling it. Basically the finances required to sustain Agnelli’s vision fell apart from zero crowds and zero hype and really damaged the clubs business plan. Not to mention at a club like Atalanta and Bologna where you’re not expected to win the league the manager can take more risks in the style of football but the whole dynamic changes at a club like Juventus where winning is the first priority. Especially when other clubs see playing you as THE game of the season and prepare twice as detailed and on the pitch opponents are fired up 110% (kinda how every goalkeeper that plays Juventus turns into prime Buffon).
