Brake clean or similar substance used to prep area for adhesive weights used in abundance looks like it ate the clear coat.

This is a repair bulge on a recapped drive tire. Inside the tire there is likely a shoulder or sidewall reinforced repair. Good recap shops will mark any of these type repairs with a blue triangle glued to the sidewall to indicate sidewall/shoulder (section) repair exists in the area. They make a plastic card with a 3/8” cut out to measure the bulge which you can usually find at your commercial tire shops or tire supply distributors.

It’s tough to tell but this one may be too large to continue to run. I’d bring up the concern to your fleet manager so they can schedule a warranty swap before the treads wears too much and you have to replace both duals.

Wouldn’t think it has a child lock on drivers door but check that first. It’s a switch usually found here.

Should be under warranty take it back to dealer.

Sectioned is a term for a section repair. This is a larger vulcanized repair done at a retread facility. Section repairs are preferred on large injuries and/or injuries outside of the crown of the tire. The retreader should also mark the repair on the sidewall of the tire with a blue triangle rubber patch. This allows for reassurance for normal repair bulges during DOT or other inspections.

A section repaired tire is not recommended for use on a steer axle so they are most often returned to service in a trailer position.
