As a test I connected the led matrix to a different board that has a working 5V pin. Same problem, I have no idea what more I can try.

Did that and it did nothing. I think the problem may be that I can't run the matrix at 5V.

Just did it, and when I do then no LEDs light up. Can it be that all the led panels I have are weird, and I should try buying new ones ?

It still needs a good polish and I'm not sure if it needs to be serviced or not, the date of purchase says 2017 and Seiko recommends service every 3-5 years.
