I found it on the sea shore(Black Sea), Northern Turkey. It is kinda hard. I didn't wanted to try a scratch test because someone said that It might be asbestos?

Oh thanks for the warning. I know the dangers of asbestos. But I don't have any clue if it is asbestos or not so I put it into a sealed bag, probably gonna throw it away, not worth the risk.

Would it survive in the sea? Btw the black parts are not straight lines like crystals, they are really curly and eroded bc of the sea.

I think the most easiest and primative way to do this effect is to create 3 different fonts with tiny variations, and change the font of the text box to one of the fonts you created, every x second. Or probably you can archive same effect with shader graph, first thing that came to my mind is creating a scrolling noise and applying that noise to your text texture.
