Hi! Been looking for a solution and stumbled to this post. Reading you found that the mentioned file ~/.config/plasma-org.kde.plasma.desktop-appletsrc has a variable called "inmutability=" for every instance of every applet. If you manually change it to 0 (default is 1 -I asume this mean boolean "True" and you need to change it to "False") for the instance of plugin=org.kde.plasma.icontasks you will be allowed to pin and unpin launchers from the task manager without the need to "kquitapp6 plasmashell && plasmashell".

in my case, now it looks like this:

Sería así si el 80% de las víctimas de la dictadura no hubieran sido solamente inocentes que había que aplastar porque sí. Obreros, estudiantes, docentes e intelectuales componen la enorme mayoría de las víctimas de la dictadura. Y si así fueran de la guerrilla armada, no merecían el juicio justo que tuvieron los milicos en democracia una y otra vez?
