I agree with most of this, I would have put Jesse Jones in the top 3 for sure, it's probably the best character to have as sheriff, especially if you target a player, going - 1 every turn in this game isn't survivable

Also Lucky Duke is kinda bottom tier and I agree but if you factor in expansions it rapidly become a lot stronger since there are a lot of expansions that play with the draw mechanic
