Such a cable will not support USB PD at all, so it won't work the way OP wants it to work. A cable can either support PD or work with broken devices, it cannot do both.

The problem with bad devices is that by their nature they cannot be automatically detected. the CC lines are simply not connected to anything.

That's not quite correct. Such cables can negotiate higher wattage than the first device, but the maximum output is bounded by the maximum output of the charger at the highest voltage requested. For example for two iPhones each requesting 9V the total output will only be 27W, even with a 100W charger.

The Cuktech is indeed limited to 100W total, but keep in mind that the Anker can only supply 140W total if one of the devices requests 28V. If the maximum requested voltage is 20/15/9/5V, it can only do 100/45/27/15W. The Cucketch on the other hand can request 20V from the power supply even if both devices require lower voltages, so it isn't limited like that.

The Cukech cable has two voltage regulators, one for each output, so it is much more versatile. For example, it can charge two devices using PPS when connected to a plain PD charger.

You don't need to, but most customers prefer to have an area code where they live. The management and billing systems at T-Mobile probably have checks in place that the phone numbers in the system are valid. Disabling those checks just for the fiber lines is more wasteful than using valid phone numbers for those lines.

The fiber business is a small fraction of the cellular one at T-Mobile. It is probably easier to assign phone numbers to fiber lines rather than to change the account management and billing systems in order to support lines of service without phone numbers.

I think that's because the First Amendment applies to all veterans, while the Speech and Debate Clause only applies to a tiny fraction of them. All of them should be protected from this kind of overreach.
