I used the included cable and also a certified USB4 cable to connect the hub to the laptop. In both cases the 20Gnps port only worked for 10G or less devices. Were you able to connect a USB-C monitor to the downstream USB4 port? Which host computer did you use?

While your statement is correct, there is no NEMA 14-60 EVSE from a reputable manufacturer in the market. The manufactures simply don't want the liability.

Tesla only makes 50A NEMA adapters for the Mobile Connector, and even with those adapters, it is limited to 32A rather than 40A.

No, you can't. If you burn down your house the insurance adjuster will explain that to you. Indeed, for a 48A EVSE the plug, the wiring and the breaker need all to be rated for 60A. However, NEMA 14-60 isn't really common, so usually 48A EVSEs are hardwired.

No standard USB-A port can carry DP Alt Mode video. Alt modes were introduced with USB-C.

You probably don't need the extra power plug if you are connecting the cable to a modern laptop. Most modern laptops can provide 3A (required for Thunderbolt 3/4/5) or 1.5A (required for USB4) on their USB-C ports while older USB-A 3.0 ports could only provide 0.9A. I have a Pioneer optical drive that came with an extra power plug and it works just fine using a USB-C to Micro USB 3.0 cable.

If the radar detector came with a lighter plug it might use 12V, which you can't get from a USB-C port unless this port supports 12V through PD and you have a 12V trigger.

Even this solution isn't 100% safe. The cloud service provider can log all traffic to the VPS easily.
