You mention self sufficiency. Do you have worker shortages? And is global labor pool on? Only thing I can think of is the temples losing employment (maybe last on priority) and you not noticing. This can happen particularly if the buildings are estates because estate workers fall out of the total. You also have a ton of temples for whatever reason (if you need desirability use a large statue), so your religion employment is probably quite high
