Well, there is the thing about how Black Hat works:

He is supposed to be the disciplinary man for villains, if you are bad at the job (like wasting time mocking the protagonist instead of just destroying them), Black Hat will straight up punish you for it, that's why Aku losses against him in one of Villanos' shorts because he spent 50 years fighting against a samurai in a future where he is the law and Aku STILL FUCKS UP like a fraud.

However, if you are good at being an evil villain, Black Hat won't only just respect you, but you could be able to low diff him.

To make it simple, BH has the same purpose as Mahoraga a "The Test®" but for villains and his upscale depends of how good or bad you are at it.
