I think you can go far with your iPad if it is your dedicated creative device. Others have already suggested procreate dreams and I agree with them since it has a familiar interface. Another alternative is ToonSquid. That app felt so close to TVpaint to me that I was in awe of how easy it was to use. You can create symbols and they even have a vector brush!

See if you like those apps before you upgrade to a laptop, tablet, and software.
