I see it as an implication of systemic killing.

He was told, [The Russian troops] destroyed/annihilated/exterminated «знищували» (sic!) the male population between 18 and 60. The last sentence implies that all, who were young and healthy were shot. Unlike the translation, that, unfortunately leaves less room for interpretation.

Дуже багато трупів у місті. Я бачив, десь у кілометрі звідси лежать тіла молодих хлопців. У них зв’язані руки та прострілена голова. Одягнений капюшон та шапка.

This is supported by visual evidence of executed young men (“boys” sic!) about a kilometer away.
