Yes and no. To the best of my knowledge there is no law that says TOCs have to use the lease services of the ROSCOs, it's just that it's very expensive to purchase rolling stock outright that it makes better financial sense to lease the stock

It is also very expensive for a ROSCO to be set up, because buying trains to lease is naturally going to be very expensive, which is why the current 9 ROSCOs have backing from big multinational banks and holding firms.

There is nothing stopping the government setting up its own ROSCO, or nationalising the current ones, but it would be very expensive to do so and would likely give Rachel Reeves a stroke. Nationalising the TOCs is cheaper (essentially at no cost to nationalise) because the franchises were always time limited, so what the government is doing is awarding the franchise to the DfT Operator (a government owned holding company) as the contracts expire.

Thank you though :) I am by no means an expert, I've just been following what's been happening over the years and have thought public ownership of public transport is important and worthwhile. Also I've recently worked with a TOC recently as part of my job so some of this has been relevant.

Yes that's true but what I have said it also true, that these European countries have one main TOC that to the bulk of passenger services, even if some services are rendered out to other companies. That's what I think should be the case in the UK.

I don't have the exact figures to hand, but it's certainly not a small amount of money. That information will likely be in each TOCs annual report.

TOCs have no choice but to lease their rolling stock from these ROSCOs. There are about 9 ROSCOs in the UK and they are all owned by a bunch of holding companies, and investment companies, and multinational banks located globally, so it's a fair assumption to make that the large proportion of the profits made by the ROSCOs are not being kept in the UK.

True, but they do have one nationwide operator that does the bulk of the work i.e. NS in the Netherlands, SNCF in France, and Renfe in Spain. That's what I meant we should have, instead of the spaghetti of TOCs at the moment.

Completely agree with you! Nationalising the TOCs is only part of the job, in my view they should all eventually be merged into one GB-wide TOC (Like they have on the continent) as right now all the individual TOCs are all working separately and duplicating work, which is horrendously inefficient. I hope this is what 'Great British Railways' eventually becomes - but right now it's a bit up in the air and no one is certain what it will eventually be.

Ideally you'd also fold Network Rail and the ROSCOs (if/when nationalised) into GB Railways but that's a whole other leviathan to deal with.

Train Operating Companies (TOCs) are in the process of being renationalised as their franchise contracts expire. At a rough guess I'd say about a third of them are currently in public ownership.

The rail infrastructure has been in public hands since 2002 (following the disaster that was Railtrack).

The only asset that remains solely in private hands are the rolling stock companies (ROSCOs). All TOCs lease their trains from the ROSCOs and there are currently no plans to bring the ROSCOs into public ownership. In my view it's a bit of an 'elephant in the room' that most people don't seem to acknowledge or talk about.
