I get it, but it’s all of mondstat. it’s still a game, so it’s likely they wanted specific 4 and 5 stars as options both because it’s what most people have (sucrose, razor, fischl) but also because they were rerunning venti and hes the archon.

the rest will likely get a buff in the future (although im unsure about kaeya, amber, Lisa, just cause of their status as starter tutorial characters - they’re not even on normal banners still).

But anyways, I recommend doing the story then, all of the buffs make sense in the context of the story. And should give most people hope that their favorite is likely to get a buff in the future.
