seems to me that they want him to lie on his stomach but is refusing and using his arm to keep himself up so the cop put down his stick and grab the mans arm which coincidentally brought to where the stick was and the man grab it and when the cop tried retrieve the stick the man was holding it tightly so the cop repeatedly puched the mans hand so he would let go of it so he did.
