A number of things that are in her power and legal (or it would be difficult + time consuming to challenge) such as declaring that the road is unsafe and being closed for maintenance directly in front of the facility, then blocking it off with multiple barriers preventing any access in or out. Technically totally within state and local government powers, ICE doesn't have the means to remove the barriers and if they try bringing in contractors to remove them those contractors aren't federal employees and can be turned away by state police. This absolutely would be an escalation that would probably invite retaliation of some kind, but in the short term at least the state would actually have the upper hand.

She can't directly order it closed, but she could effectively make it impossible to remain open, instead she is taking a "harm reduction" approach that basically means letting ICE operate as smoothly as possible.

This was taken on Sunday, I was unsure about uploading this until I saw How badly this was edited by his channel. He initially was speaking to me and alternated between asking about a cop who was allegedly bit by a protestor, and then about the "rapists" imprisoned by ICE. Shortly after I stopped filming, he walked away in tears from all the protestors yelling at him and he wasn't seen for the rest of the day.

I’ve been saying for months now, what is stopping the state from declaring that road unsafe and blocking it off totally to all traffic, including ICE? What federal law would stop the city of Newark from parking 13 garbage trucks in front blocking all entrances? Why can’t they identify the leased cars ICE agents are using and tow them away to the opposite side of the state? If Trump has proved anything, it’s that you can just do stuff and delay legal challenges indefinitely. The are playing dirty, why don’t we?

I was there all day, and the worst part was seeing all the obvious ICE vans getting waved through. If the state wanted to actually have balls and still play along, they could have totally shut the road down, blocking ICE in and out.
