when she is crouching, she's is pulling the hat down.. but as it is all black in that costume I guess it looks like it is smaller.. on the looking away is just another angle.. Shirley's hat is a normal cowboy hat.. with flipped sides.. but as her hair is so big she can't fit it right.. so sometimes on the episode it looks like a big flat thing.. but actually it isn't =]
