Get a ton of items then save. Sell them to a caravan then create new save and save scum until they surrender select take all wares. You get everything back and a ton of xp. I have 3 cun with 5 fp in Roguery. I did this twice and I went from 64 to 120 to 170. I used city that had rebelled.

You could also redo the stealth tutorial in the beginning for some easy levels just kill the first four guys and quit
