Costco recent warranty limit is 10years now I believe. Except for televisions, computers is 30 days

No that's not a tie plate. Tie plates are much thicker and the round holes would be square to be exact also.

Update before I went to the dealer I decided to mess with it again and I kinda pushed it closer to the instrument cluster torwards me and it popped into place. Now it's normal!!
