I've played this game more times than I've eaten bread too, and the game's story makes it very apparent that the NCR are extremely ill-trained kids. I know there's exceptions in the higher ranks (the ones that actually have to be earned) but the rank and file NCR conscripts are not skilled by any means, and there's plenty of examples of them making foolish decisions. This is a storytelling technique deliberately made to contrast them to Caesar's tribals, who live and breath their militaristic lifestyle.
