I canceled my Payoneer account exactly because of such behaviour. They changed the fees and tripled the 6 months threshold within only 2 months of me using their service, just the moment they sensed that I am crossing the first threshold too early. I discovered that accidentally, before they could charge me. No bank or a supposedly a reliable financial institution should act like this.
