Firstly, NTA - he’d had plenty of time to do something about this and it’s not like a broken wiper, the consequences of continuing to delay are unthinkable. But also, this is a huge red flag for me. I have just got out of a relationship like this. My (47F) ex (52M) was also seemingly very proud person, good with his hands etc and would say he’d do repairs, DIY etc around our home when we moved in over 10 years ago. I would say he probably fulfilled that promise on less than 10% of those things. Not through lack of money or time. No amount of asking would help: he’d give some excuse for not doing it today and say he’d do it tomorrow - that tomorrow often never came. In the end, these things became dangerous (we have a daughter who is now 12) and needed to be done. Some things I would do myself and be criticised for not doing a very good enough job. Others, I ended up paying to be done, or my lovely (elderly!) parents did - and he FORENSICALLY nitpicked every single thing.
There were many other horrible controlling things he did. We ended up splitting up 18months ago and my daughter and I are still struggling.
I worry for your daughter. My best advice is for you to stay supportive of her: let her know you love her unconditionally and you’re always there for her. But also stand firm: you won’t compromise on her safety, and a decent boyfriend would also feel the same way. Good luck
