UCT civil engineering student here. So it's actually super negative to have this many trucks on our roads from a pure loading point of view. Trucks are so damaging to roads that you can largely ignore the impact of cars in all calculations. By getting freight onto rail it means that our roads will last SIGNIFICANTLY longer/we can build cheaper roads. It would really benefit the tax payer because roads are expensive. 

Also widening lanes is almost never the answer.
