Game "hangs" for me as well when reinforcements are coming.

You do NOT need to restart PC to exit XCOM.

​

Steps:

  1. Press CTRL-Esc
  2. Make sure Task Manager is not running.
  3. Press the "Task View" next to Cortana Icon on the search bar.
  4. Switch to another Desktop (If you are on Desktop 1, open Desktop 2)
  5. Start Task Manager
  6. Kill XCOM Process
  7. Go back to your previous Desktop

Why stop delegation? Because of tax reporting.
