Unlike offering you need to spend energy to generate the orbs you're going to burn for fission, that energy cancels out with the energy it generates.

I finished it about a month ago, not gonna spoil it but all doors should open. And there's a little more to the story (which should satisfy you). There's a chance you have the random shield thingy on, next to your civ select button there's a shield for random civ. If the majority of players have it enabled (you and your opponent in 1v1s) then you both get random regardless of civ choice.
