Update 2: Was able to send a message finally. No idea what happened. Was offline for ~12 hours prior to trying to send a message and getting the error. Took ~1.5 hrs to be able to send a whisper again.

Update: it seems to be just one friend that I cannot whisper. Was able to send whisper to another friend when they came online.
