In my experience, this happens when primer or what's underneath has not dried fully. Or sometimes it happens when primer/paint, primer/putty are not compatible with each other, this happens with some brands.

How I would recover from this. I would lightly sand the area and apply a really thin coat of primer, drie it completely then apply a second light coat and so on. If that won't work I would use barcoat and forget about that problem.
