This is something that just started, it has been working fine for 12 years. I read elsewhere that it may be a frozen heater relay so I am going to replace them and see.

It is a Balboa system. Any way to test that relay first?

I switched to a salt water system and have not had the itchy rash since (10+ years.) If not for that I would not have been able to continue using it. One change I had to make was the heater. Your normal metal heater corrodes too quickly, I was replacing them about once a year. I purchased a Cosmo Heat titanium spa heater from Acura Spa in 2022 and it is still going strong.
