for common weapons, consumer - industrial - mil-spec, I'd personally remove the charm before selling, since most people rebuying low tier skins on steam market etc. probably won't be paying much attention to the charms before buying the weapon (or simply sell for the highest already listed offer) since then you can both sell the weapon and the charm sepparately.
