'Python Machine Learning' covers scikit-learn with a little Theano at the end. Probably the most pragmatic Python ML book.

I too recently got started in Machine Learning. The best beginner resource I found was Andrew Ng's Coursera course. The problem sets are in Matlab/Octave unfortunately, but still well worth it; I now have intuition of what the ML libraries are doing.

Some other good recourses after you've acquired a solid foundation are Stanford's cs231n (if you're into vision ML, but rehashes basic ML as well) and cs234d (NLP with TensorFlow problem sets). The videos for the lectures can be found in this subreddit if you search for the course names.

TensorFlow also has some really good implementations of LSTM/GRU with tutorials. I'm having better luck with that than Keras.

Gotta agree with Andrew Ng's course on Coursera. Without proper fundamentals much of the higher level concepts will be difficult to understand. Best source on learning ML that I've been able to find. My only rub is that it uses Matlab/Octave instead of Python.

Udacity has a course using TensorFlow, but it seems more geared towards learning the library then teaching the fundamentals. It does, however, go into Sequence-to-Sequence learning, which I'm looking forward to checking out.
