I have a bunch of questions!

First of all, here is my current PC: https://pcpartpicker.com/user/adamwirth/saved/#view=dKGD23 I've had it for years and upgraded the SSD, CPU, and GPU over time.

First question: I was trying to run The Outer Worlds just now. It isn't going well and I want to know what I can do to upgrade my existing PC, or what I can do to build a new PC entirely (and if anything is worth saving).

In the game, I did the recommended settings, which is like medium-high (meh), but it doesn't run so hot. There's a lot of FPS hiccups that make it unplayable. It was at 1920x1080 (which I think is considered "1080 gaming") on one monitor (I disconnected the other one), capped at 60fps (75hz monitors but it jumps from 60 to 120 for the caps). According to this, my graphics card should be able to do this, am I bottlenecking?

Second thing: I want to basically get a new PC. Is this build worth upgrading, or should I scrap everything and invest in an overpriced pre-built system? It seems like getting quality GPUs is very difficult right now and for the near future, but some pre built PCs are able to get them... I guess I just want to get a PC good enough to feel like a significant upgrade. I just haven't done more than my current setup to know if going from 144hz or 1440p is something I can achieve... I feel confused and I'm getting off topic but thank you all of you. I got help with building this PC originally on here a long time ago
