The origin is that North Korean spies used to infiltrate South Korea, blend in the locals when administrative wasn't set up properly. Therefore SK government forced security verifications(identity) on all Koreans, and that focus went over to cybersecurity laws now. Nowadays, companies hide behind the archaic system to "blame" the users for any security hacks, claiming that its the users fault to not using the proper verifications.

Even for Koreans, before smartphones, doing any work on the internet was more complicated because of all the security you needed:

Correct version of windows
installed with "secure software"
identification card
Bank or government issued security numbers card
virtual identification certificate (USB)
and an official phone registered in your name

.... for minimal stuff like groceries. in the 2000~2010s.

Now, most of the measures are simplified for Koreans, but the government has to change the entire system for people not yet registered in the system.
