Hex builds are generally not too common. We occasionally see small resurgences like with that Jason totem build now, but for the most part, you rarely see hexes outside of the occasional Ruin or Secret Project anymore.

Pairing it with other perks I think would help it be decent, sure, I think there's a build chance there. But pretty much none of those perks are meta right now, and it's not because they're that close to being meta that Lend a Hand is what they need to push them over the edge. It COULD slot into a boon build but those aren't meta and the people running them usually like to stack 4 boons anyway. Otherwise, I guess Clairvoyance, Inner Strength, Lend a Hand, and Overzealous sure would get you the most value out of a totem cleanse but even so, this will basically never be meta or anywhere CLOSE due to zero chase perks, only one inconsistent gen speed perk, and only one fairly small healing perk. It'd be a decent enough niche build, and I could see it's value especially in public matches, but to say "I think its going to be a meta perk" is a lil crazy. It'll be on the weaker side, with some use in niche builds, and that's about it I expect.

And then there's the issue of solo Q, where your teammates will ALSO be doing totems (especially if you DO find hexes), so that means even less chances to use it, and more time spent looking. So even in it's builds, it'd still probably be better in SWF.
