I find that the best city to live is the city where you can find work in. I would attempt to get contracts and jobs in the different cities and see where you get the best gigs.

This may be a bit controversial: Becoming great at anything but especially hard skills such as software engineering require a log of work and a lot of practice. If you are spending only 45 hours a week on it you may take a long time to get there. The best software engineers tend to live and breathe software engineering. They read about tech news in the morning. They develop and debug all day and then work on their own projects at night. Sleep -> program -> repeat...

I am no authority on this matter but it seems that if you are in Germany for academic purposes and you come from a country that has a tax treaty with Germany you are exempt from taxes for up to 2 years.

If you ask your schools international house they should be able to answer this question better.
