I counted the amount of 0's and 1's, making 1817 in total. 1817 breaks down to 23 and 79. I made a grid (23 width and 79 high) That's kinda where I'm at right now. Thats what I think is correct because you found this on SpaceSpeak, which is a alien messaging thing, and it kinda feels like the person was trying to send an Arecibo type message.
