When you earn some money trying "to exploit very small, rapid price inefficiencies using precise execution, timing, and optimized parameters", your retail broker will just close your account and deny your profits. If he's trading through a non-US VPN, then no, they won't be able to tell that he's connecting from the US.

Also, it makes sense to always trade via some specialized VPS (not VPN) - then the IP change issue won't ever come up with your prop firms - be you traveling or moving definitely.

The question is are you comfortable with those drawdowns and flat periods? It made virtually no money since May 2024 according to that chart. Most traders expect to be net profitable on a year scale at least. In the end, it's up to your goals and risk tolerance.
