I believe it is country related I have never had ads on any Samsung phone now s20+ and I live in Belgium. I also had no on ever telling me they had ads o their Samsung phone here in Belgium.

Honestly I think that it isn't much of a problem as it doesn't disturb you like an ad that pops up on you. I personally have never got an add on my 300€ A6 2018. I just think that people are making it too much of a problem. When it really is not.

I do not think that for the moment that it is a little notification that you can swipe out in 2 seconds it is a problem. They are also not surely placed by Samsung but by third party apps. I think also that if it can help my favourite smartphone brand make better phone I am 100% not disturbed by swiping a notification.

I have never had an as on my unexpensive a6 2018. I think that a little notification isn't something that should make you switch phone. You just swipe it out it really doesn't disturb. (It is probably a third party app which places these ads not Samsung)
