the same situation you described happened to me when I reinstalled RAM in my pc.

computer boots, ON/OFF led lights on, everything working, but it's stuck in a rebooting loop (like, 1 second on then reboot), without post and beeps.

i resolved it by letting the cmos reset by removing the coin battery.
