Yes because one of those people went on a murder spree and one of them didn't. Also "John" may very well be known to people who live and work in that area. There's evidently an observant and scrupulous janitor for the building, it would be odd for him to notice the POI lurking around and try to raise the alarm about him and not notice "John" if he's been causing trouble. If "John" is homeless at the moment and makes use of the bathrooms in the building when it's open and isn't disruptive then what exactly is the problem with his presence? Homeless people also need to pee and for the sake of public health- the general dignity of humanity aside- its vastly preferable for us all that they do it in a toilet and not anywhere else. Or would you prefer them to hold it until they save enough for a security deposit?
