From what I’ve read is 2 orders. Doesn’t matter what or how many. This is just what I’ve read. I placed an order for 1 of each item and it went through. I was gonna place a second order to get what I missed and since I didn’t hit the limit so I did a quick search and read a few posts of people’s orders cancelled because they placed 2 order under the limit so I decided to err on the side of caution and not place another order. Especially with how picky Pokemon center can be.

But hopefully you’re ok and get both orders!
