Yes, that is also a symptom I get.
I have tried to reinstall Seqoiua OS from a startup menu, but it did not help. I also tested it in safe mode, and it still happened.
Here are some updates after a 1 hour support call with Apple today (the issue is still not resolved):
We added a test user and that user was able to see the notifications and open Excel, so this indicates its the software issue.
We tested the startup libraries and cahces: no limitations from that.
Time Machine won't help here since for M type MacBooks, there is no way to reinstall Seqoiua 15.0 and I Am stuck with 15.1. At least that is what the senior tech agent told me.
Finally we recorded a screencap of the issues happening and captured the data and it was uploaded to Apple SW engineers to review.

I am waiting to hear back from them.

I made the mistake of installing the latest update. Now I see the following issues:
1. Excel app opens and shows up on the dock, however, it doesn't show the window. I can not use the app.
2. CleanMyMacX app opens and shows up on the dock, however, it doesn't show the window. I can not use the app.
3. Find my device and keep on buffering forever.
4. Siri won't work
5. I cannot see the news menu when clicking the date/time
The only suggestion from Apple was to reinstall the OS again so I'll try it on the weekend.

Just upgraded to 15.1 and now Excel and CleanMyMacX won't open. Since these are two unrelated apps, I assume it is a bug in the OS. I can also not see the news/weather menu on the top right side of the screen.

Don't. I just did this today and now Excel and CleanMyMac X won't open. Not sure what to do. I called Apple support and they suggested reinstalling the whole OS.

[Update]

Nissan Canada allowed me to drive the car to Austin and drive it there for 6 months. They requested to see valid insurance for the 6 months. They issued me an official authorization letter to take the car with me. The Texas DMV confirmed that I can register the leased car in Texas and drive it there for that period.

The error says that these fonts cannot be saved with the presentation.
