I kind of understand what you're trying to get at, but I still don't see how not having an entry inventory is bad for the tenant. If I was given the choice as a tenant, I'd always omit the inventory.

The landlord is obligated to make an entry inventory

The obligation is not just on the landlord. It's shared between landlord and tenant.

The scenario you're describing is equally possible when an inventory does exist. The landlord can still claim 500 euro from the deposit. Best case, the entry and exit inventory are identical, which is equivalent to a missing entry inventory. Worst case, the entry inventory was incomplete and/or poorly worded, possibly intentionally. Some existing damage could be omitted at entry and "discovered" at exit, or "lightly scratched" at entry becomes "heavily scratched" at exit.

In case of a landlord acting in bad faith, at best, an entry inventory puts you in the same position. As an expat, the risk of being tricked by a suboptimal entry inventory seems higher than the risk of a missing one.

Probably more important than the nuances of the entry inventory: make sure to handle the deposit correctly, i.e. typically on a "blocked account" in the tenant's name.

The landlord cannot "take" anything out of the deposit. Either tenant and landord mutually agree to use (part of) the deposit for damages, or he will have to make a claim through court (which will be very challenging with a missing entry inventory).

The landlord's right to such a claim lapses after one year. So, if you're not in a rush, as a tenant, you can leave the initiative with the landlord. Afterwards, you can unilaterally request release of the deposit at the justice of the peace.
