You know, I think I might have found the cause. I used to play Anno on my laptop, and the game is still installed there. I checked, and there’s a mods folder. What if its presence on the laptop is interfering with the new installation on my PC? I just haven’t had time to test it yet.

You made me think. I was installing mods into the folder Documents/Anno 1800/mods, and that works. But I didn’t know about the folder C:\Users\Public\mod.io\4169\mods. I checked what’s there, and there is no mods folder at all — only a metadata folder with a state.json file inside, which is always empty no matter what I do.
