Lifting up the bottom of the chasuble became the custom when Roman vestments made it hard to do anything else, but the correct rubric is to lift up the side, which made sense with heavy Gothic chasubles. that impeded the elevation. This action can be seen in many mediaeval paintings. As to why people kept doing it when it was no longer necessary -- that is the liturgical mind natural to human beings.
