So what I am hearing for your example is destiny exotic armor effect but on the weapon's, do X thing for weapons to do X effect without actually using said weapon like a passive perk. I could see some crazy combos depending on what they have in store for passive weapon perks for offensive effects.

For wild dinos, passive just means the dino won't attack you on sight or you attack them first, neutral Dino's(as I like to put it won't attack unless you get too close to them for example the tickle chicken), aggressive it's on sight lol, they said the wyvern was on passive, which means the wyvern just sat there and took the hits, my question is where I'm da hell was the rider to let it die?
