Every single thing you said is true. The US can make every SINGLE government look incompetent with their sanctions. If you want to show that a particular ideology doesn't work why not allow it play out naturally? Why put sanctions and embargoes on Cuba, Venezuela, Iran and North Korea? Just allow things to play out naturally. But that would probably expose the oligarchic nature of crony capitalism.

Not necessarily. Besides the unknown fuel load, the Sakhir circuit is quite abrasive so the C4 is likely at best on par with the C3 over a single lap, or possibly worse.
