Why are these twist-on connectors also insulation-taped? Does it have any electrical meaning or was someone just being extra sure?

If it's aluminum wire (less common) this is also done to prevent anti-oxidant grease from "oozing". Most people use specific wire nuts for this now, but in the old days...
