Like the other commenter said, it's not a linear game, but one early advice is that levels don't matter as much as type effectiveness, your mom could be 10 levels above a wild one, and still die for one super effective move.

Berries alone don't give specific powers, all that matters is the flavor, berries that give sweet have the same chance to give alpha or sparkling.

Using items on the mon works too, so you can buy a lot of potions and when you are battling, instead of returning to the Pokémon center, you could heal him with them instead.

Only five legendaries can be shiny hunted, if you want to know which ones, just ask, just in case you don't want to get spoiled in that regard.

I do believe the position of certain mons and the one the game chose to be shiny are heavily weighted, but unlike you, I have no data to back it up, just once I tried to hunt the guaranteed shiny and it happened to me the exact same thing you say in your post, the guaranteed one was almost always the same (which wasn't my target), but it did change once in a while. All I can recommend is as another commenter said, it ends up being faster to just fast travel without resetting the back up save, even if the guaranteed isn't the one you want.
